I am happy he turned down the UW first.
It just shows what program WSU is compared to UW right now.

Here's the problem with that:
ESPN can report I’m seriously considering eating Taco Bell tonight, and when I decide to eat Chinese food instead, they’ll simply say, “Well, he was considering it, but he changed his mind.”
It’s a win win. If Dozier picks WSU, the TNT can be all TOLD U GUYS! and if he picks Cal it’ll just be chalked up to “Oh well, that’s recruiting!”

Cal offered first and he’s said from the beginning he feels loyalty to his verbal there. If he ends up with us then woo!

I don’t think one wideout’s impression of a school is very good indicator of a programs overall strength. Hiring Mike Leach doesn’t do anything to diminish UW’s prolific offense; or Wazzu’s anemic one for that matter.
I’d bet this had more to do with Dozier feeling slighted by UW offering him at his preferred position only after others joined the race. Shows a lack of regard for the player, essentially viewing him as a commodity to be had.
