DWLS 3rd doesn't seem like too big of an offense. It's a dumb reason to get arrested though.

He is from California
so maybe he couldn’t report for something and had his license suspended in CA, thus this happened.

DWLS 3rd DEGREE is driving while your license is suspended for the least serious statutory reason. It is a simple misdemeanor with a maximum punishment of 90 days in jail and $1000 fine. There is no fixed period of suspension time and thus, a person can get their licennse reinstated at any time by solving the underlying reason for suspension. This suspension can occur for the widest variety of reasons. These include:
Failure to provide proof of state required alcohol or drug treatment
Failure to provide proof of insurance
Failing to respond to a traffic infraction
Failing to respond to appear at a criminal hearing
Failing to pay on a traffic infraction or criminal fine
Failing to respond properly to an uninsured accident
Failing to act in another state that would be grounds to suspend in Washington
Failing to reinstate one’s license after a suspension for DWLS 2nd

Got pulled over for going 1 mile above the speed limit and also only using his turn signal once before switching lanes. Pullman must have the most bored cops around.
I honestly think that's exactly it.
There is literally nothing better for them to do other than bust people for small stuff (and by that I mean no murders, gangs, etc.for them to spend their time on).

Well, I guess it's kinda a good thing
that there are no homicidal gangbangers running around in Pullman. Well, maybe there are, but it’s just much easier to pull over people with snowy windows. Then we’re in trouble. And homicidal gangbangers are really careful about wiping their windows before killing sprees. DANGIT!

The chief of police said “if we deal with the small stuff, we don’t have to deal with the big stuff.” They take it to an extreme.
By the way, the traffic infractions are basically de facto DUI stops. There’s not a lot of mystery on this.
