Changes definition of "out of bounds" player. Previously, an out of bounds player was only a player actually touching something out of bounds (other than another of the 21 players in the game or game official). Thus, a player who jumped airborne, even if from many yards out of bounds, was technically "in bounds" while airborne and his touching of a loose ball did not kill the play. Now, an out of bounds player remains "out of bounds" even if airborne, until he re-establishes himself as inbounds by being grounded solely inbounds.
